背景介绍：
距上次公布斩首杀害第二名美国记者未满两周，中东恐怖组织“伊斯兰国”（IS）又在相关组织网站上发布了第三段将人质斩首的视频。英国政府此后确认，英国籍救援工作人员David Haines惨遭IS斩首确系事实。卡梅伦发布声明，将IS上述斩首的暴行斥为“赤裸裸的邪恶行径”。
据美联社次日报道，最新发布的美国中央情报局（CIA）今年5月-8月调查评估报告预计，IS武装分子已经由此前预计的约1万人增加到目前的2万-3.15万人。
