英文天天写: 大刀向英语头上砍去？

背景介绍：
高考改革多年难产，英语成了突破口。有学者认为：英语教学本身弊端人人共知，选择英语能最大程度上凝聚共识，减少阻力。
江苏省在2008年已下调高考英语总分，5年下来，英语在教学中的地位未受到影响，减负和提升素质教育水平的效果也没实现，“基本和以前一个样子”。
靠降低英语分值解救母语是不可能的，如果不改变考试制度，怎么减分数都没有用。
今年教育部的“一号文件”提出，要加强对中小学、大学语文和历史课程的整体设计和基本建设，探索通过语文、历史等学科“渗透思想品德教育”。
话题：
Recently, English reform has become a hot discussion. What's your opinion of it, or can you talk about the English teaching you received these years?
范例1：
Recently, the role of English in the national college entrance examination has been under the spotlight among the society. There is no consensus yet towards whether English scores should be diminished or not. The reason why many people call for the “Gaokao” reform can be attributed to the deficiency of English learning. Chinese students, starting from primary school, even kindergarten, spend more than 10 years on English study. However, the majority of them are unable to communicate in English fluently and read an English essay. We have to admit that our teaching method is unlikely to cultivate a qualified English speaker. Our teachers usually put high marks on the top priority in order to help us get access to a better university. Well, the problem underlying is that students are having incomplete development, which is a dwarf in action. Therefore, I believe what we should focus most is the way English is taught.
范例2：
Along with the great reform and opening-up policy, it has been 30 years since the beginning of the English popularity, or even craziness. However, recently English seems to become the enemy number one when it comes to “Gaokao” reform-many provinces are planning to decrease its marks when many experts at the same time preach that “English learning has been excessively hot and even has threatened our very own Chinese study”. Though with no education related expertise, I personally believe that these English operations are not going to critically change the English popularity.
For those educational workers who suspect the importance of English, the CET-4 and CET-6 are like a slap in the face. In fact, most universities even require for a CET-4 certificate as an indispensable key to diploma, for colleges clearly understand that in order to grasp the cutting edge of science, English is inevitable. As a student majoring in pharmacy, I am driven to improve my English because there are so many classic books and articles are written in English and the first advancements are reported in English. Meanwhile, if there do exist certain defects in English learning, the current examination-oriented education system should not escape in consideration of its role in a country where students after ten years learning of English cannot speak it fluently.
