背景介绍:
If you pay close attention to the news, you may know the word "related department" well. The related department seems to be the most talented department because it is always the one to solve the problem no matter what happens. However, the point is that though all of us are trying to find it, it has never been available.

Have you ever tried to turn to the related department when you got into trouble? Have you ever got access to it? If your answer is 'Yes', you are so lucky.
Nowadays the shift of responsibility is getting severer day by day. Most of the victims are regarded as a ball being kicked one by one. They all argue that they should not take responsibility for the problem. Dramatically, they are all the so-called related department. What's more, as for some leaders, responsibility and security can be left behind completely comparing with money. At this rate, what will the whole world like?
Therefore, something must be done. Victims are not victims all the time. We may try to solve the problem together or avoid to argue for tiny benefits. Nevertheless, the point is that everyone thinks themselves more than others and may be unwilling to take responsibility in case of being hurt. But try to consider from another point of view, as long as everybody make a little contribution, the world may be brighter and brighter.

It is said that “a committee is a device used to multiply credit and divide blame.” When something is done well, many people will come out to share the praises. On the other hand, when there is a problem, the mistake is all spread out, and it becomes very difficult to find out who is in charge. Nobody seems to know what is going on. People in leadership positions are either away or unable to comment; no one takes responsibility. Everyone is covering for everyone else, and eventually, the problem gets swept under the rug.
