The Guardian says it's seen a document which reads like a report card on cooperation between GCHQ and various European intelligence services. This, the newspaper says, shows GCHQ was working for instance with German intelligence to make the case for reform of that country's legislation on intercepting communications. The French intelligence service is described as a highly motivated technically competent partner.
