Here in Manila, more than 60 years of poor governance have turned one of Southeast Asia's strongest economies into one of the poorest. But I'm in the Makati district of the capital, and it's not looking so sick any more. Yes, the roads of pot-holed and congested, lined with people trying to eke out a living, selling food or pirate DVDs. Pavements are few and far between. But all around are shiny new hotels, offices, apartment blocks, shopping malls, because the Philippines is rising as one of Asia's strongest tiger economies. At the start of the year, they reported GDP growth of 7.8%, outstripping China. The country has long been ruled by a few elite families with corporations that dominate vast portions of the economy. Corruption is rife. But there is a growing consensus that finally the Philippines has a political leader who can turn the country into an economic powerhouse. President Benigno Aquino came to office in 2010, vowing to transform Filipino society. And so far, his efforts to clean things up are largely being perceived to be working. The Philippines credit rating has been upgraded and foreign direct investment is rising.
