Gibraltar's been a bone of contention ever since though. Britain and Spain may be friends, fellow members of the European Union but they seldom see eye to eye over the Rock. The latest spat is over a reef that Gibraltar authorities are building. Spain accuses Gibraltar of dumping concrete blocks with spikes into the sea which will destroy the fishing grounds. So incensed is Madrid that it says it's considering the imposition of a €50 fee on anyone crossing the border into Gibraltar. It's also considering closing Spanish airspace to all Gibraltar-bound flights. Spain's Foreign Minister José Mario García-Margallo is also quoted as saying the Spanish tax authorities could launch an investigation into property owned by around 6,000 Gibraltarians in neighbouring parts of Spain. Well Fabian Picardo is Gibraltar's chief minister. I asked him what he makes of the threats coming now from Madrid.
Well, I think, to a very great extent, they are idle threats, they are threats of things that cannot happen because of course the EU treaty guarantees freedom of movement of people. And that applies between Gibraltar and Spain. And any such a toll in effect would be contrary to the Treaty of Rome. I think that the Spanish foreign minister was very angry that the foreign secretary called in their ambassador last Friday. 我认为这些所谓的威胁，很大程度上是没有根据的，是绝不会实现的，毕竟欧盟条约中规定了人民自由活动的权利。直布罗陀和西班牙都需遵守该规定，而任何的通行费都在事实上违背了《罗马条约》。上周五英国外交大臣召见了西班牙驻英国大使，我觉得西班牙外长应该对此非常愤怒，而且他们恐怕为了把西班牙首相腐败那条新闻挤下头条什么都做得出来。
