Over the years, there were many efforts made to manage some of those debts but as they were trying to do that, the city continued to borrow money to keep basically the city going. And it's been operating on a deficit basically since 2008 and it's even further crippled by aged computer systems, poor record keeping and just widespread dysfunction in the city.
What does it mean for the US economy as a whole?
Well, you know, Detroit really represented American manufacturing. Of course you had the big three automakers there and it represented a time where you could have a job in manufacturing and live a very good life.
