So what do they make of these back in the home of America's tech industry, back in California? Ed Butler is at a Future In Review conference in the Golden State. It's a meeting place for the leaders of all kinds of high-tech businesses and investors. So do they think these efforts to minimise tax are going to damage the tech giants?
As delegates here gathered to discuss some of the blue-sky thinking on which California rightly prides itself, a prevailing sense among many delegates was that the expressions of congressional indignation against Apple had been overplayed and unfair.
"I recall similar to a kangaroo court. If the people who are interrogating Tim Cook, the CEO, if they were in his position, I'm sure the vast majority conservatively would be doing the exact same things."
That's John Petote. He's a leading angel investor who staked his money on more than 50 Californian start-ups in his time.
