Perhaps underlining that threat, the meeting takes place in the South Korean capital Seoul in the shadow of nuclear-armed North Korea. Before the summit, President Obama issued a warning to Pyongyang.
"And know this: There will be no rewards for provocations. Those days are over. But to the leaders of Pyongyang I say, this is the choice before you. This is the decision that you must make. Today we say Pyongyang have the courage to pursue peace and give a better life to the people of North Korea."
Never to be outdone, North Korea had chosen the occasion to announce plans for a missile test which put Japan and South Korea on immediate alert. So will North Korea be top of the agenda at this nuclear security summit? Mark Fitzpatrick is a nuclear analyst at the International Institute for Strategic Studies.
"No, I don't think so. I think that the summit will proceed with the intention for which it was planned. It will just focus on nuclear terrorism. North Korea has tried to hijack the summit agenda by announcing this missile launch just beforehand, because they can't stand the attention that Seoul is getting for hosting this international summit."今天，来自全球50多个国家的领导和首脑齐聚一堂，商讨如何应对核威胁。或许是为了强调这一威胁，此次会议被安排在韩国首尔，这一在朝鲜核问题阴影之下的国家的首都。峰会前，奥巴马总统向平壤方面发出了警告。

“不，我不这么认为。我认为本次峰会将按照既定方案召开。大会只会关注于核恐怖主义。朝鲜先前宣布火箭发射，试图成为本次峰会的焦点，因为它不愿看到韩国作为会议主办国而大受关注。”
