Europe is already following a similar strategy of reducing its military budget. And Germany is a case in point. It's gone from a country on the frontline of the Cold War to sitting snugly in the middle of the European Union, surrounded by allies on all sides. Yet Germany remains one of the world's largest weapons exporters. The latest figures show it ranks third in the world. So how has this been achieved? That's what I asked Georg Adamowitsch, managing director of the Federal Association of the German Security and Defence Industry, the BDSV.
"Until 1990, the German Army had around about 90 tank regiments, 90 tank regiments. In the moment German Army has six tank regiments. And therefore there's a question - what is to do with the old tanks? And that's why the German government also goes to the market, they are selling the old equipment of the German Army. And this is the main reason why we're in the moment number three."
"So it's a second-hand, it's a second-hand business, is it?"
"Well, second-hand. “直到1990年，德国军队还保持在大概90个坦克兵团的规模，90个坦克兵团。而目前，德国军队只有六个。所以问题就来了，老坦克如何处理？这就是为什么德国政府也走进市场，兜售德国军队的旧装备。这也是我们仍稳坐世界第三的主要原因。”
“那么这是二手的，二手业务对吧？”
“恩，对，二手的。但是这些二手物品的质量是没的说的，所以我们，德国政府，拥有来自全世界足够的客户。”
