They ought to send their children to foreign language schools and learn English, or hire people of college degrees in English.
This is what they are doing, I believe. Some years ago it was something unimaginable that computers and English would make their entry into the lives of Chinese farmers. The traditional concept of "farming" is changing, so is the traditional meaning of "farmer".
Obviously, our definition of a rural village should also change.
