More than 70 percent of elderly people in Shanghai are open to a
house-for-pension program, a survey showed, despite a recent public outcry
against the idea raised in a central government document.
虽然近期公众对国务院提出的“以房养老”建议表示不满,但近期一项调查显示,上海有70%以上的老人表示愿意接受“以房养老”。
“以房养老”的英文表达为house-for-pension program/scheme,也被称为reverse mortgage
loan(住房反向抵押贷款/倒按揭),指房屋产权拥有者把房子抵押给银行、保险公司等金融机构(deed the house to an insurance
company or bank),后者在综合评估后,每月给房主发放固定养老金。房主身故后,由该机构收回房屋进行销售、出租或拍卖。
目前,我国已经迈入aging of population(人口老龄化)阶段。此次国务院发布的指导意见还指出,我国将进一步发展home-based
care services(居家养老服务),类似的还有community nursing service(社区养老)。同时普及endowment
insurance(养老保险),并为80岁以上的老年人发放old age allowance(高龄津贴),解决老年人的后顾之忧。
