He's the man who slapped the vast British bank Barclays with a 450-million-dollar fine for attempting to rig interest rates. He's in charge of the Commodities and Futures Trading Commission - the US regulator which initiated the investigation into activities at Barclays back in 2008. But the interest rate Barclays attempted to manipulate, the so-called London Interbank Offered Rate or Libor, is set in, as the name suggests, London. So I wanted to know why on earth did it take a US regulator to spot a problem in the UK.
"What we found was very pervasive at Barclays Bank. They were both attempting to manipulate this rate for profit, the profit of their trade index in Tokyo, London and New York. They were also trying to help others what we Americans called aiding and abetting. And there's a number of other banks they were trying to help. But they were also, during the centre of the crisis, falsely reporting the rates so that they could keep their reputation in check, or so they thought. And this really is not allowed.
