Churchill did consider banning it and in fact this got leaked to the newspapers. So they actually used the perspective ban as advertising. So it apparently on the outside the cinemas, they said, "See the banned film!", which of course is never a bad advertising policy.
The reason it lasts is because there's no cliches. There's no sentimentality. And it's very hard to describe it to people.
