Secretary Clinton noted that Japan significantly reduced its crude oil purchases from Iran despite the hardship and loss of energy capacity after the Fukushima nuclear disaster in 2011.She commendedall eleven countries for their actions and urged other nations that import oil from Iran to follow their example.
State Department Spokesperson Victoria Nuland explained that the more the U.S. sees from other countries the kind of progress the EU and Japan have made in weaning themselves from Iranian crude, the more exceptions will considered. "We want the impact to be on Iran," she said."At a time when we’re trying to convince Iran to definitively demonstrate that their program is not a weapons program, we have to maximize the pressure.And the lifeline to the Iranian regime is its crude oil supplies."“他们（11国）在世界经济处于关键时期这一大背景下必须重新思考自身的能源需求并立即寻找取代伊朗石油的替代品，而他们依赖伊朗石油，以满足自身的能源需求。”她在一份声明中如是说，“由欧盟颁布的、对所有新近购买的伊朗原油的禁令于1月23日生效，在7月1日前完成所有现存合同这一举措展现了欧盟的团结和他们坚决追究伊朗违法国际义务的决心。”
