And as our correspondent Juliana Liu reports, the scandals are fuelling demands for greater democracy.
In an airy auditorium at Fung Kai No.1 Secondary School in Hong Kong, about 900 students have gathered for their morning assembly. On this day they're getting a special lesson on the meaning of voting rights. Hong Kong is in the midst of an election for its chief executive, similar in rank to a mayor, or a colonial governor when the city was a British colony. But only a select group of 1,200 electors, largely loyal to Beijing, can vote. The people of Hong Kong are excluded. After the lecture, the students returned to their classrooms for a mock vote.
"Ok, Unis Liang, 16 years old, about to vote for the very first time. Tell me exactly how you're doing this."
"Ok, now I'm voting in, on computer. Although I have no right to choose the real chief executive, but it is a good chance for me to know how to make a choice. 在香港凤溪第一中学宽敞的礼堂中，大约900名学生集合起来开早会。这天，他们上了特殊的一课，学习投票权的意义。香港正准备选举行政长官，其级别类似市长或殖民地总督（香港曾是英国殖民地）。不过仅有1200名选委会委员可以投票，其中大部分委员忠于中央。香港市民则不得参与。讲座结束后，学生返回教室，进行模拟投票。
“16岁的Unis Liang正要进行人生第一次投票。告诉我你具体要怎么做吧。”
“好，我现在在电脑上投票。尽管我没有权力选择真正的行政长官，但对我来说，这是了解选举流程的一个很好的机会。等我到了18岁，我就会知道怎样在其他选举中选择合适的候选人。”
