菲律宾总统就菲方射杀台湾渔民事件道歉
菲律宾政府网站报道，菲律宾总统阿基诺三世责成马尼拉经济文化办事处主席培瑞兹，代表总统本人及菲律宾人民对遇难的洪石成先生家属及台湾人民深表遗憾和抱歉，声明如下：
The President has appointed MECO Chairman Amadeo R. Perez as his personal representative who will convey his and the Filipino people’s deep regret and apology to the family of Mr. Hung Shi-chen as well as to the people of Taiwan over the unfortunate and unintended loss of life.菲律宾总统阿基诺已任命马尼拉经济文化办事处主席佩雷斯作为他的私人代表，向遇难台湾渔民的家属以及台湾人民就这起不幸的意外死亡事件转达他和菲律宾人民的深切遗憾与道歉。
Upon orders from the President, the National Bureau of Investigation has already started the investigation and is committed to a thorough, exhaustive, impartial and expeditious investigation of the incident. The Philippine representative to Taiwan has reached an agreement with authorities in Taiwan over last week’s shooting death of a Taiwan fisherman by the Philippine Coast Guard. The Philippine government has agreed to some demands by the Taiwan authorities, including making an apology and clarifying the truth. Taiwan responded by saying it would suspend its decision to impose sanctions until Wednesday. BUT, the two sides are still divided on the issue of compensation and the details of the apology.
The Philippine representative to Taiwan delivered a letter of goodwill to Taiwan.
At a joint news conference with Taiwan foreign affairs chief, Antonio Basilio said the Philippine government has agreed to pay compensation to the fisherman’s family and promised a joint investigation into the incident.
"The Filipino people and the government understand the hurt and grief that the Taiwan people have felt as result of the death of one of their own fellow citizens," Philippine representative to Taiwan Antonio Basilio said.
He confirmed that the chairman of the Manila Economic and Cultural Office, Amadeo R Perez Jr, would be arriving on Wednesday to reiterate the apology and offer financial support to Hung’s family.

9日，台湾地区渔船“广大兴28号”遭菲律宾公务船无预警扫射，造成65岁的船员洪石成中弹身亡。11日晚，马英九向菲律宾提出道歉、赔偿、惩凶等多项要求，促菲方72小时内回应，否则将采取冻结菲律宾劳工输入、召回“驻菲台北经济文化办事处代表”、要求菲“驻台北马尼拉经济文化办事处代表”离台等制裁措施。
台湾方面对菲律宾的72小时通牒于15日零时到期，菲“代表”白熙礼14日晚抵台，最后确定答应台方要求的三项条件，包括道歉、惩凶等，但赔偿部分还未正式敲定。
马英九办公室15日表示，由于菲律宾政府授权不够、诚意不足、反复不定，马英九表示强烈不满，无法接受如此轻率敷衍的态度，即刻三项制裁全面启动，包括冻结引进菲劳工、召回“驻菲律宾台北经济文化办事处代表”及要求“驻台北马尼拉经济文化办事处代表”返回菲律宾，协助进行妥善处理。
台湾行政机构负责人江宜桦15日表示，担任菲特使的“马尼拉经济文化办事处”理事主席培瑞斯15日抵台，若不能带来符合台湾方面通牒要求的正式声明，将启动第二波8项反制措施。
